Manufacturing makes up about 20 percent of Savannah's overall economy. Tourism is a $2 billion industry here that employs about 30,000. The Army employs some 26,000 soldiers and 4,000 civilians in the area, with a $1 billion payroll.

Rick Winger, president of the Savannah Economic Development Authority, said several companies are in talks about opening new businesses here. One of them, Atlanta-based Carbon Motors Corp., is considering Savannah among other cities for a 1,500-worker plant to manufacturer police patrol vehicles. The Pooler Mega-Site isa said to be on the "short list." No decision is expected until the end of 2009.
